Why American Cash????

This moring headlines in my paper....Where did the money go. Seems as though we gave 12 billion back to the Iraqi people after Saddam was over turned. No one knows where all that money has went to. There has been no accounting for it. My question is,,,why did we send them american cash in the form of $100.00 bills. A total of 363 tons of american money??? There are laws that we as americans cannot transport american cash into a lot of foregin lands. Yet, our own gov has done just that. But the real question is, why didn%26#039;t they write a check and when it got to Iraq, it could have been converted into Iraqi money. It%26#039;s hard to beleive another boondoogle like this has taken place. Can someone explain why we sent 363 tons of 100 dollar bills????
